Paragon Housing Association - Mixed Works

1 1 1 1
Client: Paragon Housing Association & Private Tenants
Location: Grangemouth, Falkirk
Energy Efficiency Measures: The project includes a mix of measures including external wall insulation, re-roofing, cavity clearance, cavity insulation render only works and boiler replacements.
Property Types:

There is a mixture of traditional and nontraditional property types throughout the area with different solutions being offered. No-fines properties are being externally insulated while traditionally built properties are having their cavities cleared, cavity insulation installed and new render finishes applied.

Summary of project

Everwarm Limited is working in partnership with Paragon Housing Association and ScottishPower to deliver significant improvements to a group of hard to treat properties in Grangemouth.

The Association chaired and hosted several community briefings as well as the initial pre-start meetings and were very supportive in getting the community to buy into the scheme.

Funding Mechanism

Everwarm co-ordinated the funding model that included 3 main funding streams, each of which is explained below:

  • ECO – Everwarm is a framework contractor with ScottishPower and worked with Paragon HA to develop a scheme that incorporated measures to properties with HTT cavities and others requiring external wall insulation.
  • HEEPs-ABS - This was secured via an application on behalf of owners to Falkirk Council. The heeps abs is available to reduce the customer contribution to zero on all measures.
  • Paragon HA – The Association recognised the opportunity that carrying out roofing works at the same time as the external wall improvements would be cost effective.
  • Owners – No cost to owners as a result of HEEPs:ABS amount.

Tenure Mix

This is a mixed tenure development where many of the properties have been bought under the right to buy legislation. Owners are being offered free external upgrades including re-roofing and external cavity and re rendering. In essence ECO funding was circulated into improving the external fabric.

Social & Private owners:

  • Privately Owners - 60%
  • Paragon Housing - 40%
