Leeds City Council’s Home Upgrade Grant scheme (HUG) provides FREE energy efficiency improvements to homes without gas central heating. Helping to make your home warmer and cheaper to heat.
This scheme will accept new applicants until 13th December. We will endeavour to process any applications received after this date, however due to the Government’s deadline for applications, we cannot guarantee that this will be completed in time.
The HUG scheme is available FREE OF CHARGE to homeowners who meet the eligibility check listed below. For those who rent privately, landlords will only need to pay a third of the total cost. The scheme will close on 13th December 2024.

Energy efficiency improvements your home could receive include:
- insulation including solid wall, cavity wall, loft, or room in roof insulation
- low carbon heating such as an air source heat pump or new efficient storage heaters
- solar panels
Households meeting eligibility checks will be visited by a qualified property surveyor to identify the improvements that are suitable to your household. Households agreeing to the proposed improvements will be provided with a detailed plan including start date, accredited contractor name, relevant warranties, and information around how your new improvements work.
Your household must meet both points below:
- your home must not have a mains gas central heating system with a boiler and radiators
- your home must have an Energy Performance Certificate (EPC) rating of D or below*
And at least one of the three points listed below:
- live in an eligible postcode*
or
- be in receipt of certain benefits*
or
- have a household income of less than £36,000 per year
* we can check this for you.
All works are subject to a survey.

This property received energy efficiency improvements worth £23,553 free of charge, including internal wall insulation, solar panels, and an air source heat pump. The customer said;
"I would like to say, that we now are getting a smart meter reading of around £1.80 a day, down from over £8 to £10 a day previously, this is obviously fantastic and what the scheme is all about. Having solar panels installed has made an even further difference to our net energy use. We can see on our smart meter when we are producing solar energy and the effect this is having on our bills.
