City of Edinburgh Council

Since October 2014, Everwarm has been delivering the City of Edinburgh Council’s cavity wall insulation (CWI) programme.

Three programmes have been awarded to Everwarm in total, with the latest scheme still ongoing, providing thermal improvements to 300 properties in the Leith area of the city.

Throughout the life of the programme, we’ve installed UF foam, mineral wool fibre and bonded bead systems, depending on the construction type of the property - all to properties within the A-C council tax band bracket.

Having managed the entire funding package on behalf of the council since the beginning of the scheme, Everwarm has ensured best value. The funding streams used include:

  • HEEPS
  • SEEPS
  • ECO

As a result, no customer contributions have been required from any households.

Given the make-up of the programme as mixed tenure, with 70% of properties being privately owned flatted developments, engaging well with the community has been crucial to maximising take-up. Checking land registration for landlord details was also central to this endeavour. On previous projects, difficulty gaining access to these properties had been a barrier to works proceeding.

To overcome these challenges and ensure a high level of sign-ups, we’ve relied on our tried-and-tested resident engagement plan, focused on early and frequent communication.
